According to a recovery plan for Ukraine, laid out by Ukraine's Prime Minister Denys Shmyhal on Monday in Lugano, Poland would responsible for rebuilding of Donetsk Oblast "I think the key idea of this map was having all the countries involved, making sure that every single ally has direct place to work," Ukrainian MP Kira Rudyk told TVN24 BiS.
Ukraine needs $750 billion for a three-stage recovery plan in the wake of Russia's invasion, Ukrainian Prime Minister Denys Shmyhal said on Monday (July 4).
"We believe that the key source of recovery should be the confiscated assets of Russia and Russian oligarchs," he told a conference in the Swiss city of Lugano, citing estimates that frozen Russian assets were worth $300-$500 billion.
Shmyhal said that there had been over $100 billion of direct damage to Ukrainian infrastructure from Russia's invasion.
"The Russian authorities unleashed this bloody war, they caused these massive destructions and they must be held accountable for it,” Shmyhal said.
He said Ukraine's recovery plan had three phases: A first focused on fixing things that matter for people's daily lives like water supply which is ongoing, a "fast recovery" component that will be launched as soon as fighting ends including temporary housing, hospital and school projects, and one that aims to transform the country over the longer term.
The reconstruction plan included a map showing suggestions which countries would be responsible for rebuilding particular regions of Ukraine.
According to the plan, the United States and Turkey would be responsible for Kharkiv Oblast, the Czech Republic, Finland and Sweden - for Lugansk Oblast, whereas Poland and Italy - for Donetsk Oblast.
Ukrainian MP Kira Rudyk from Voice party told TVN24 BiS on Tuesday evening that Poland and Italy had got Donetsk Oblast "because it's the most complicated region and you guys are our closest allies". "We know we can count on you. And we know that it will be extremely complicated, and you know what it is to rebuild a country after the war," she added.
Rudyk: every ally will have a concrete place to work
"I think the key idea of this map was having all the countries involved, making sure that every single ally has direct place to work," the Ukrainian deputy argued.
"Bacause in the last months of getting the support we learned that it works the best when concrete cities help concrete cities in Ukraine, concrete country helping a concrete area (of Ukraine). It would work so much better than somebody donating money to Ukraine fund that they will be using to rebuild cities," she explained.
"People need to have this feeling of relativity, so they would know exactly what they're doing with their money and to have this commitment," Kira Rudyk said.
