By far, 480 apartments have been handed over to tenants within the framework of the "Home+" housing programme introduced by the state. Another batch of 364 flats will be ready in the first quarter of 2019. New flats will be moved into by residents in Gdynia, Wałbrzych and Kępice.
"Home+" is a government programme aimed at increasing the number of affordable flats on the housing market. Crucial elements of the programme are legislative changes speeding up the completion of housing investments, increasing the availability of land to build houses on and raising extra funds by the investors.
From January 2019, drawing on the more affluent EU states, low-income tenants will be eligible for rent subsidies, including rent with future ownership option.
Apart from changes to the law setting up a framework for the new investements, a special investement vehicle has been created called "Flats for Development Sector Fund". The funds' assets are controlled by PFR Nieruchomości, a state-owned financial group. The fund invests in housing projects both in small and big cities, on normal commercial terms.
The fund is running analyses of locations proposed by local governments, SOEs and private entities that will allow the creation of more than 117 thousand flats. At the moment, it's 406 projects of total worth of 33 billion 693 millions zlotys.
