The Senate Legislation Committee did not recommend on Tuesday for the upper house to approve the President's resolution to hold a national referendum regarding changes to the Constitution.
During a debate, the Civic Platform senators have proposed a motion to reject Andrzej Duda's proposal to hold the referendum. Those were Bogdan Klich, Piotr Zientarski and Aleksander Pociej.
According to the Senate Legislation Bureau's suggestion, the senators changed the name of the motion to "not-recommending the upper house to approve of holding a national referendum by the President".
In the vote, such-formulated motion has been supported by four committee members, while two were against and six abstained.
"I'm not satisfied with the Senate committee's standpoint, we have witnessed different opinions reflected in the vote," said presidential aide Paweł Mucha.
"This decision is not binding for the Senate as a whole chamber. There will be a discussion during plenary session," he added.
Mr Mucha has expressed his disappointment with senator Bogdan Klich's declaration that "Civic Platform's club will be against the referendum initiative".
"I find it rather surprising and incomprehensible because, as I recall, the same senators, including Mr Klich were in favour of the referendum proposed by former president Bronisław Komorowski in 2015," said the presidential minister.
He emphasised that the referendal questions reflect the will of the Polish citizens. "It would be better if the Senate had approved of the referendum. We will make an appeal for that to happen during the plenary session," announced Mr Mucha.
