The president of the District Court in Warsaw, judge Joanna Bitner has resigned from her function, said judge Piotr Gąciarek in a phone conversation with tvn24.pl portal. The decision is said to be a result of a negative opinion issued by a council of judges of the court regarding the yearly information presented by judge Bitner about the functioning of the courts in the district in 2018.
A judge from the District Court in Warsaw, Piotr Gąciarek told tvn24.pl on Monday that the council of judges of that court gave a negative opinion on the yearly information presented by judge Bitner. The negative opinion was a result of a vote in which 102 judges were against the information and 44 in favour.
As a reason for her resignation, judge Bitner is believed to have stated that she couldn't preside over the court "when most of the judges hold negative opinion about her work".
Furthermore, on the 13th of March, the council of judges from all whole Warsaw district also issued a negative opinion about judge Bitner's information. In an adopted resolution the judges pointed to an unprecedented state of "deepening regulation chaos, staff policy resulting in long-term unfilled vacancies, payroll policy resulting in the outflow of employees, without whom an effective delivery of justice is impossible".
As judge Bartłomiej Przymusiński from the Polish Judges' Association "Iustitia" told tvn24.pl, judge Bitner's resignation letter was sent to the Ministry of Justice on Tuesday morning. The spokesman for the ministry Jan Kanthak confirmed this information in a conversation with gazeta.pl portal.
"We are aware of judge Bitner's resignation, however we do not know her motives. The ministry held judge Bitner's work in a very high regard. It's her personal decision. Once we've learned the reasons behind her decision, we would be able to comment," gazeta.pl quoted ministry's spokesman.
