The Sejm approved a motion on Thursday to detain and forcibly bring former justice minister Zbigniew Ziobro (PiS) to appear before the parliamentary inquiry committee investigating the Pegasus surveillance system. The motion passed with 241 votes in favor, 204 against, and no abstentions.
Earlier this week, the Sejm Rules Committee gave a positive opinion on the Pegasus inquiry committee’s request regarding Ziobro.
Magdalena Sroka (PSL-Third Way), chair of the inquiry committee, indicated on Tuesday that if the motion was approved by the Sejm, Ziobro’s hearing would be scheduled for late January or early February.
During this stage of proceedings, the MP concerned is entitled to speak, which Ziobro utilized. He affirmed his "keen interest" in testifying before the Pegasus committee, expressing initial support for its establishment.
"I was pleased when the committee was formed because I would have much to share about the positive steps I took as Minister of Justice and Prosecutor General to ensure the safety of Poles," he said.
However, he also cited the September 10 ruling of the Constitutional Tribunal, which declared the committee's scope of operation unconstitutional.
"I will never accept that the ruling of Donald Tusk, the head of the ruling coalition and the Civic Coalition, could be more significant than the Polish Constitutional Tribunal's judgment and our constitution's provisions," he stated.
Ziobro criticized the committee's current structure, claiming it remains illegitimate until its composition and mandate align with the Tribunal's judgment.
"Until the changes outlined by the Tribunal are incorporated into the resolution establishing this committee, no one respecting the rule of law in Poland can recognize this pseudo-committee. You don't have a committee - you are a group of impostors," he declared from the parliamentary podium, addressing the governing majority.
On March 6, the Sejm adopted a resolution addressing the consequences of the constitutional crisis from 2015 to 2023. Since that resolution, Constitutional Tribunal rulings are no longer published in the official Journal of Laws.
