Friday marked the official start of campaign before the parliamentary election that is to take take place on October 13. President Duda's resolution was published in the Journal of Laws. All committees have until August 26 to register in the National Electoral Commission.
The first thing that any committee planning to run in the election must do is to notify the National Electoral Commission. The deadline for official registration is the 26th of August.
The commitees can be formed by political parties, coalitions and voters. In order to win seats in the parliament, party and voters committees must pass the 5-percent threshold in the vote. The threshold for coalitions is 8 percent of votes.
Only political parties are entitled to receive subsidies from the national budget - voters' committes are not entitled. Parties running on their own must win at least 3 percent of votes to be entitled to subsidies, whereas parties running as part of coalition need at least 6 percent. The share of subsidy within a coalition is decided between the parties in the founding statute.
All committees are entitled to a one-time earmarked subsidy for each seat won in the Sejm and the Senate.
From the moment of registration, committees are allowed to start collecting signatures under the lists of candidates. The deadline to submit the final lists of candidates for MPs and senators passes on Tuesday, September 3.
Lists of candidates for the Sejm, according to the electoral law, must be undersigned by at least 5.000 voters permanently residing in a given constituency. A committee which submits lists of candidates in at least half of constituencies is allowed to submit further lists without signatures.
In order to register, a senatorial candidate needs at least 2.000 signatures by voters from the given constituency.
The parliamentary election in Poland will take place on the 13th of October. Poles will choose 460 MPs and 100 senators for a 4-year term.
