Polish Senate rejected proposed changes and voted in favour of the newly amended Teachers' Charter that secures pay rise for teachers starting from September 1, as well as one-time bonuses for trainee teachers. The legislation also sets up 300-zloty minimum bonus for educators.
Sixty one (61) senators voted for the bill in its original form, 8 were against, 8 abstained.
During the debate, further changes were proposed, but the motion to adopt the bill in its original form was voted first. Therefore, the proposed changes were rendered moot.
The adoption of the law without changes in full was recommended by the Senate committees on science, education and sport, on local governments and state administration.
According to the new law, the average salaries of teachers are to be incresed by 9,6 percent starting September 1.
The law also secures minimum 300-zloty bonuses for educators (teachers appointed class tutors), one-time 1000-zloty bonus for trainee teachers during internships for contractual teachers.
Furthermore, the legislation changes the rules of teachers' work assessment, promotion requirements, including shorter minimum work period necessary to go up.
The legislation also guarantees subsidies for local governments for hiring methodology advisors and liquidation of bonus for outstanding teachers (so-called 500+ for teachers).
Now, the Teachers' Charter is waiting for President Duda's signature.
Only one trade union
The newly changed law is a result of the agreement reached on April 7, between the government and education section of Solidarity trade union.
In the course of negotiations with the teachers unions at the Centre for Social Partnership "Dialog", the government proposed: nearly 15-percent pay rise for teachers (9,6 percent in September plus 5-percent rise already paid out from January), shorter training period, fixed bonus for educators, no less than 300 zlotys, change in the system of teachers' evaluation and less bureaucracy.
The government signed the said agreement only with the Solidarity trade union. Trade Unions' Forum and Polish Teachers' Union rejected the government's deal.
