Eight hours in an ambulance due to bed shortage in hospital

If the hospital management is to be believed, the lives of patients were not in danger and they were waiting in an ambulance for free beds. But why did it take 8 hours in one case and 7 in two other? Instead of saving lives, the ambulances were stuck for hours in a dock.
