Developing and Arab countries raised concern on Tuesday at the "unbalanced progress" during the United Nations high level climate talks held in the Polish city of Katowice.
The countries demanded more financial and technological support before 2020, and with a few days left of the conference, voiced concern over current progress and the agendas of more developed nations.
"We are seeing uneven progress on a number of issues", said head of the G77 and China group, Wael Aboulmagd.
Some 190 countries are meeting to agree a "rule book" on implementing the Paris climate deal to reduce greenhouse gas emissions, in what has been billed as the most important U.N. conference since that pact was agreed in 2015.
Arab countries criticised the The Intergovernmental Panel on Climate Change (IPCC) report, a U.N. report published in October, which said it was possible to limit the earth's temperature rise to 1.5 degrees Celsius and prevent damaging levels of global warming provided radical changes in energy consumption.
Head of the Arab group, Ayman Al Shasly said that the report had shortfalls including a lack of details on the need for finance.
Brexit turmoil and French riots have kept many government chiefs away from the final and crucial week of climate talks, with only four national leaders attending.
